The festival, which will run from May 25 to June 3, 2018, will be launched with a three-day bank holiday weekender headlined by The xx.
The electronica act will perform on Saturday, May 26, supported by Popcaan and Lykke Li.
The National will be headlining on Saturday, June 2, as part of three standalone headline shows that close the festival.
Support on that day comes from The War On Drugs, Future Islands, Warpaint and The Districts.
As well as a three-day music festival, there will also be a four-day celebration midweek of comedy, cinema and food.
Promoter Goldenvoice said: ‘A truly unique festival environment, and an excellence in production, facilities, hospitality and customer service unlike anything seen before in Victoria Park will underpin the entirety of the 10-day event.
‘From the team behind events such as British Summer Time Hyde Park, and the world’s number one venue The O2, the highest standards will be stamped across every aspect of the event.’
Jim King, executive vice president of live music at AEG Presents, which is Goldenvoice’s parent company, added: ‘We are thrilled to be able to launch this new festival concept and bring some of the world’s most exciting artists to Victoria Park.
‘With a new three-day music festival followed by a programme of midweek events offering open access to the local community all culminating in three huge standalone shows, we’re confident that this is the most exciting new event in the country.’
All Points East will be the the only large-scale festival that will be taking place next year in Victoria Park.
This means Lovebox, which has been held there since 2005, and Field Day, which has taken place in the park since 2008, will have to find new homes.
